Power Automate pricing, per user, per flow and per run
Power Automate Premium is $15 per user a month and Process $150 per flow a month, paid yearly; pay-as-you-go is $0.60 per premium cloud flow run. A licence gets cheaper per run the more a flow runs: at 10,000 runs a month of 5 actions, one Premium user works out at $0.0015 a run and a Process licence at $0.015, against $0.60 pay-as-you-go.

Count every action, built-in ones such as Compose and Initialize variable included: Microsoft counts each as a Power Platform request. Requests a day assume the month's runs spread evenly over 30 days. Pay-as-you-go charges only flows that use premium connectors.

How much does a Power Automate flow run cost?
On a licence, nothing per run: the licence price divided by your runs, as long as you stay within its requests a day. Pay-as-you-go is the one way Microsoft charges per run: “$0.60 per flow run for Power Automate cloud flow runs and desktop flow runs in attended mode”, and “$3.00 per flow run for Power Automate desktop flow runs in unattended mode”. “Flows with standard connectors are excluded from charges.” “Users with Power Automate per user licenses (for example Power Automate Per User, Power Automate Per User with attended RPA) are excluded from flow run charges when using a feature within their license entitlements.”
What does the Power Automate per flow licence cost?
The per flow licence is now called Process: $150 per flow (Microsoft says bot) a month, paid yearly. Microsoft: “When assigned to a cloud flow, a Power Automate Process license gives the flow higher action limits and lets it use premium and custom connectors, no matter what license the owning or triggering user has.” Each licence covers 250,000 requests a day, and “If one flow needs more than 250,000 requests per 24 hours, stack up to 10 Process licenses on it.” A flow group shares one instead: “Up to 25 solution-aware cloud flows share the group's 250,000 requests per 24 hours.”
The old Per-flow plan is no longer sold for new capacity: “The Power Automate Per-flow plan is a legacy license that the Process license replaced.” “Flows that already have a Per-flow license keep their 250,000 requests per 24 hours, but you can allocate only one Per-flow license to a flow, its limits can't be stacked, and it can't be assigned to a flow group.”
Is Power Automate free?
For basic flows, with a work or school account: “Using basic Power Automate capabilities is included at no cost for work or school accounts in a Microsoft Entra tenant. The Power Automate Free license includes creating and running cloud flows (without sharing), as well as authoring and running desktop flows locally (attended). Connector usage is limited to standard connectors only.” Microsoft adds that “Other licenses across Microsoft 365, Dynamics 365, and the Power Platform include a limited set of Power Automate capabilities.” Microsoft 365 licences with Power Platform access get 6,000 requests a day. The pricing page also offers a trial: “Start automating for free with a 30-day trial.” “Experiment with UI-based cloud flows and standard connectors.”
What counts as a request?
“Power Automate: All API requests to connectors, process advisor analysis, HTTP actions, and built-in actions from initializing variables to a simple compose action. Both successful and failed actions count toward these limits. Retries and requests from pagination also count as action executions.”
So a flow's requests are close to its actions times its runs. Microsoft: “To size your purchase, estimate daily usage as (actions per run) × (runs per day).”
